What a public tap water atlas should answer
People usually begin with a simple question: what is in my tap water? A useful answer depends on a more specific first question: which water system serves this address or neighborhood? One city can contain several community water systems, wholesale connections, private wells, apartment plumbing networks, and areas with different reporting responsibilities.
An atlas can make that first step easier by linking a location to a named system and a stable identifier. It can then point the reader to the most recent Consumer Confidence Report, current federal or state records, occurrence monitoring, and additional information from the utility. It should make the source and date visible rather than hiding them behind a single score.
The atlas should also make uncertainty visible. Public-system data describes the system or sampling program; it does not automatically describe the water at one kitchen faucet after it has travelled through a service line, building plumbing, storage tank, or fixture. This distinction is the feature that separates a useful public resource from an alarming map.
